Bacaro
John E. Hancock
Governing the boundary between intelligence and consequence.
Forty years building software inside complex institutions, from Boeing forward. Now building the governed-commitment layer that institutions — and the agents and machines acting for them — need to act responsibly as intelligence becomes abundant.

The person behind Bacaro
John E. Hancock
Founder — forty years building software inside complex institutions, from Boeing forward.
The Thesis
The durable problem
Intelligence — analysis, prediction, drafted recommendations, proposed actions — is becoming abundant and inexpensive. What stays scarce is an institution’s ability to decide what’s worth committing to, establish who or what may commit it, prove what was decided and done, honor its obligations to people, and learn without silently expanding authority. That gap is the work.
The Commitment Layer
What I build
Bacaro is a founder-held technology estate for governing consequential action. Its mechanisms connect institutional purpose to a chain of linked questions — the same chain whether the proposal comes from a person, a predictive or generative model, an AI agent, an ERP system, or a physical machine.
Admissibility
which options are permissible
Contextual authority
who or what may commit, here and now
Commitment & execution
the act itself, and carrying it out
Evidence
recorded before the outcome
Relationship obligations
consent and duties to affected people
Authorized learning
improving without widening authority by itself
Where To Go
The work
Chairfirst

The proof
Chairfirst is the first commercial expression — a performance-and-governance product for distributed, multi-location operators. Its first design-partner engagement is in build, grounded in a real operator’s own data, with a second environment (veterinary) as a controlled portability adjacency — testing whether the approach transfers. Independent attestation is designed for, not yet operating.
As Action Becomes Abundant
Agentic AI
As agents move from proposing answers to taking actions, the scarce and valuable layer is deciding what an agent may commit the institution to — under whose authority, within which constraints — and recording what it actually did. That commitment-and-evidence layer is the work.
When Machines Act
Physical AI
When a machine is about to act on the world, the institutional question is the same: is the act inside its approved envelope, who or what authorized it, is human confirmation required, can it be interrupted or reversed, and what evidence would an insurer, regulator or investigator accept afterward? Bacaro supplies the authorization and evidence layer — composed into physical systems built and operated by qualified partners.
Bacaro does not build robots or autonomous machinery.
The same layer applies as manufacturing itself distributes — additive and point-of-care production placed inside hospitals and across industrial sites. The moment a site becomes a manufacturer, the governing questions are the same: who was authorized to make this part, was it made exactly as approved, who may release it for use, and what record an FDA reviewer, insurer or auditor can trust. Bacaro supplies that governance and evidence layer — composed with the qualified partners who build the machines, not competing with them.
Forty Years
Track record
Four decades inside operationally complex institutions, from Boeing forward. A career in enterprise systems delivery — where the software worked and the consequential decisions still came down to whoever was in the room. That recurring gap is what Bacaro exists to close.
